Luc Bagur has a 30-year international career in international relations and development within the European institutions. He is currently Director for Sustainable Development Policy and Coordination at the Directorate-General for International partnerships of the European Commission.
In his current capacity, Luc Bagur oversees:
- the policy formulation on global development issues, the promotion of development effectiveness, and the implementation of the Global Gateway Strategy.
- the dialogue with strategic bilateral partners, the G7 & G20 development agendas, and the relations with UN & OECD.
- the design of the financing instruments and their multi-annual programming.
- the results agenda, the monitoring tools on performance and the impact evaluations.
Prior to his current role, Luc Bagur was Director for Resources, covering human resources, budget, control system, legal affairs, and information systems, a position he held for more than 9 years. Before this, he was Head of Unit responsible for various policy and organisational matters related to the design and the implementation of EU external support to partner countries. He was notably involved in several strategic files such as the design of the financial framework for external assistance, the promotion of new aid delivery methods, including macroeconomic support, the promotion of aid effectiveness principles or the strengthening of partnerships with bilateral donors, including Member States.
Before joining the Commission in 1995 as an officer in charge of the financial management for the European Development Fund, Luc Bagur was an internal auditor in the private sector.
Luc Bagur is a French national, speaking fluently English and Spanish. He is a graduate in Management studies with a specialisation in finance and audit.
