Civil Engineer from the Faculty of Engineering at the National University of Asunción (FIUNA). He holds a master's degree in Environmental Sciences and Public Policy. He has been an employee of Itaipú Binacional since 1990 (32 years). He has served as Director of several Binational Projects and Coordinator of the Itaipú Navigation Lock Upgrade Project, as well as General Director of the Paraguay Biodiversity Project (recognized as one of the best environmental projects in LATAM by the World Bank in 2016). He has completed several postgraduate courses in Europe and specializations in topics related to water and renewable energy, as well as Strategic Management. He has held various managerial positions at Itaipú Binacional, including Superintendent and Coordinator of the International Hydroinformatics Center under UNESCO's auspices. He has received several national and international awards and has published works on water and renewable energy issues.
