Economist and Master’s in Economics from the University of the Andes (Colombia). Before her appointment at AFD, she was leading the work team of the Technical Unit of the Social Cabinet of the Presidency of the Republic. Since 2005, she has held various positions of responsibility in the Ministry of Finance, including Director of Policy and Debt, Director of Economic Studies, and Chief of Staff for the Minister of Finance.

She has an extensive teaching career at both undergraduate and graduate levels at the Catholic University and the National University of Asunción, as well as at the Business Administration School – EDAN. As a researcher, she has several publications on topics related to fiscal policy, international trade, labor markets, and social protection. By Decree No. 4894 dated February 23, 2021, she was appointed as a Member of the Board of AFD, and by Decree No. 17 dated August 16, 2023, she was appointed as President of AFD.
