Igor Garafulic has been the United Nations Resident Coordinator in Paraguay since October 7, 2024. Previously, he served as the UN Resident Coordinator in Peru starting in 2019, and before that, he was the UN Resident Coordinator in Honduras and the UNDP Country Director in Guatemala from April 2014 to January 2018. In 2010, he was Senior Advisor for the UNDP Regional Bureau for Latin America and the Caribbean.
Born in Chile, Igor Garafulic is a Commercial Engineer (Economist) from the University of Chile and holds a Master's in Public Policy from Oxford University in Great Britain.
He has an extensive career as an economist in his country. He was part of the negotiation teams for Chile's Free Trade Agreements and served as the Chief Agricultural Negotiator with Japan, Korea, and China. Additionally, he was the Director of Multilateral Economic Affairs for the Directorate General of International Economic Relations (Direcon) of Chile’s Ministry of Foreign Affairs (2006-2008), where he led Chile's positions at the World Trade Organization (WTO) and the Asia-Pacific Economic Cooperation (APEC) forum.
From 2008 to 2010, he was the Governor of Santiago (Governor of the Metropolitan Region of Santiago), responsible for infrastructure, regional investment, and security matters in the capital city.
In addition to Spanish, he speaks English, Swedish, and Portuguese.
