While we have seen progress on collective action, there is an opportunity to explore the policy environment that would facilitate the uptake and mainstreaming of collective action initiatives globally. The public sector can play a key role in driving collective action at scale by creating an enabling environment through legislation and policies, incentives and financial mechanisms, and by supporting on-the-ground efforts.
